On April 27, a summit between Mr. Moon and Mr. Kim was held in the South Korean area of the common security zone. It was the first time since the Korean War that a North Korean leader had entered South Korean territory.  North Korean leader Kim Jong-un and South Korean President Moon Jae-in met on the line between Korea.  The summit ended with the commitment of both countries to work towards the complete denuclearization of the Korean Peninsula.   They also promised to explain the official end of the Korean War within one year.  As part of the Panmunjom Declaration signed by the leaders of both countries, the two sides also called for an end to long years of military activity in the Korean border region and the reunification of Korea.  In addition, the Heads of State and Government agreed to cooperate to link and modernize their railways.  Pyongyang`s joint declaration is an agreement signed by North Korean leader Kim Jong Un and South Korean President Moon Jae-in on September 18, 2018 at the inter-Korean summit in Pyongyang. Some, but not all, long-standing issues between the two countries have been raised in this agreement.
The two sides agreed to implement the Panmunjeom Declaration, signed last April, and agreed on closer communication to avoid military clashes along the DMZ. Although there is no official confirmation from Pyongyang, experts say it is unlikely that North Korea will not be affected by the Covid 19 pandemic. On the eve of the second anniversary of the agreement, South Korean UNION Minister Lee In-young called for cooperation between the two countries to address the public health crisis. According to The Korea Herald, Lee said the South Korean government also intends to resume the suspended visits of Panmunjom and the DMZ Peace Trail and begin reunification of separated families. According to a Washington Post analysis, there is enough dynamism to explain the end of the Korean War as a useful tool for the Trump administration to accelerate the denuclearization of North Korea. The declaration would be a symbolic diplomatic measure that would require fewer legal obstacles than a peace treaty. Another factor that makes a statement more current is the thermal relationship between the two Koreas following several inter-Korean summits.
